[Bug] Leo add request broken

🐛 Bug Report

Need to fix CLI as the leo add command is not working.

Steps to Reproduce

1. Create a new Leo project.
2. Attempt to leo add any package from the package manager.

We should add tests in CI to check this going forward.

Same with leo login.

$ leo login
    Login No such file or directory (os error 2)
