This closes #1921 and #3336, as we had a conversation with the ADS maintainers and they agreed to pull new PowerShell extension updates when they update ADS itself. It is unfortunately a manual process that we found was too complicated to automate (these scripts broke all the time: the last stable version ADS received was v2020.4.0), and they would like to eventually make it easier for people like us to give them new extension updates. But for now, they'll do the manual work on their own release cadence.

This is the latest version that Azure Data Studio targets, and is
greater than our current version.
These were fragile and stopped working a long time ago. After a
discussion with the ADS maintainers, they're willing to manually pull in
new PowerShell extension updates when they update ADS itself, so we
don't need to rewrite these.
