Impeove sponsor logo carousel

Describe the solution you'd like
For the recently implemented LogoCarousel component do the following:

• add a message below the component making sure it's clear that the logos are OWASP Foundation's sponsors.
• add a link for those who want to sponsor OWASP Nest project
• implement rotation priority based on sponsors' level (platinum/gold/silver): Platinum supporters will receive a 20% boost over a Silver supporter, Gold is 10% more likely to be shown than Silver, and our Silver supporters will share the residual rotation
