Ability to run with bundle option on multiple platforms #4036

Currently the user is able to execute tns run on multiple platforms e.g when android and iOS devices are connected, but not able to execute tns run --bundle or tns run --hmr.
Describe the solution you'd like
The user should be able to execute tns run --bundle or tns run --hmr when android and iOS devices/emulators are started.
