Create offline way to generate expanded SDF

Description

CAM-SIMA needs a way to generate the expanded SDF (from the nested suites) BEFORE the caps are generated/capgen is called.

Solution

Create a python utility that only expands the SDF and writes it to the build directory.

per @gold2718 's suggestion in #691 - I was able to call the expand_nested_suites routine directly from the SIMA build system and get the build to work just fine.
