Tested and confirmed within the A365 tenant of DoD sovereign cloud, that you can add the Power BI Tile to a canvas app screen (or component) by Inserting a Power BI Tile, then using the Advanced window (or field drop-down) to add the report URL to TileURL filed and specifying AllowNewAPI=true.
