This PR updates several library versions. More importantly, it updates to Kotlin 1.9.10, and recent version of
kotlinx-serialization. As a result, it moves from the old Kotlin/JS into Kotlin Multiplatform. Since there's no longer support for the old JQuery type library, this PR moves the necessary interface definitions into the project itself.
