[WIP] Add TodoWebService.NSwag sample project

Todos:

• Fix issue Upgrading from v1.12 to v1.13 breaks NSwag #685.
  It works on v1.12.3, however (git rebase --onto v1.12.3 HEAD^ HEAD)
• VS2017 insists on messing up the .sln file, I'll need to cleanup that mess

Building the project will output that error.

Since this seems to be fixed with 910dc0c, I'll go ahead and close this.

@schnerring "seems to" might be the operative words. I'll be ready for whatever other feedback comes in after this is released in 1.14
