This commit adds a new plugin to RTM that was developed several years ago by Sean McCombe. It provides a way for users of RTM to view LSF Cluster level limits and view usage data for those limits over a two week period.
It currently does not support Global Limits and though it collects data about Application Profile limits, it does not currently display them.
