This PR adds the basic
askap_sentinel.pyscript used to monitor ASKAP pointings from https://prod-api.vlbi.atnf.tools/get_status/askap in order to add them to the GOTO database.It's pretty rough, not a proper daemon or part of the actual sentinel. IT could use tidying and more integrating with e.g. params. It's also not really tested in action due to a lack of VAST observations. But this is a good place to store it for now.
