DE-135 - base project

Hi Team,

I am trying to extract the knowledge that we have acquired in the development of our micro-services (or services) during the last time.

This is the first step in having a simple dummy project to use as a template for new similar projects.

Scope of this PR:

• Basic files (Dockerfile, .gitattributes, readme, .gitignore, etc)
• Prettier validation for supported files
• EditorConfig validation
• Shellcheck validation (for .sh files)
• Example API project
• Example Test project
• .http file for quick tests
• Make it ready for VS Code
• Make it ready for Visual Studio
• Jenkins configuration
• Add service in our Test and Production environments
