this PR addresses security warnings for outdated versions of `handlebars` and `mem`

handlebars is used by a dependency of jest
updating jest required updating babel-jest
updating babel-jest required updating Babel to v7
mem was previously used by jest-cli which was upgraded alongside jest
mem is now no longer used

replaces #66
