Make the preset hexes for Ancient Cyphers datapackable

Currently, the list of hexes for Ancient Cyphers is hardcoded. We (meaning myself and @SamsTheNerd) discussed making it datapackable in the future, so people can add new hexes and/or remove existing ones.
