improve cli experience

I think we should remove all the commit-boost-cli commands except for init. In other words the cli should be left only to generate the docker compose file. The other commands dont help much and I wouldn't expect many users to actually use them.

We should also add more options to the cli of the PBS and signer module, following #270 we could add eg the config path via cli (currently all parameters are passed via ENV)

Following on this line, I'm leaning towards removing the promtheus / grafana options in the generated docker compose. We would still provide dashboards, metrics, targets and possibly a sample docker compose to start grafana and prometheus, but those wouldn't be part of the main docker compose with the PBS module and so on. Wouldn't expect many operators to actually use it, and in general it's probably best to run prometheus/grafana on a different box
