This PR sets up development environment for Academy Afirca.

Steps

  1. Set environment variables on a .env file as per .env.example.
  2. Start docker container by running docker-compose up --build.
  3. Access application on http://localhost:8080

@kilemensi check this PR, It also ensures dev environment is updated on every PR merge to main.
