Ability to resume uploading of a dataset

Users be able to restart uploading of a dataset when it fails for whatever reason.

Note that this will not allow them to change any of the expected files. For that they will have to create a new dataset.

This is depending on the task to refactor dataset creation to create it in the "Pending" status.
