Consider creating a GitHub Pages site for schema documentation

While the cve-schema repository does have documentation (under schema/docs/), it would be useful to have a GitHub Pages site which hosts documentation about the Record Format, with two audiences in mind:

• CNAs and ADPs needing to produce CVE Record materials and integrate with CVE Services.
• CVE consumers needing to interpret CVE Records or build integrations.
