Create a drag and drop view for GrantShow/Grant.Sections that looks like this: https://app.flowcv.com/resume/content A user can visit a drag and drop view for a Grant. A user can see a button (actually a link) on the GrantShow page that routes them to the GrantSectionOrder component/page. A user can visit the GrantSectionOrder component/page and see: The Grant presented in the header, showing the Title and the breadcrumb back to Grant. The Grant Sections presented as capsule components, with the title only. The Grant Sections will be a container instead of a text interface - they will look more like a button or contained moveable component. A user can click on an expand icon and expand one section - toggle section + id. Expanding one section will close all other sections. The Grant Sections will include an edit icon that will flip the section to an edit view, just like in the GrantShow The Grant Sections will include drag and drop functionality: A user can mousedown on a section and drag the section to a new position. When the section is in its new position, that will trigger a function to update the section sort order in the database The sections will dynamically reorder into their new order. Possible: A user can click on an "Undo" button that will move the sections back to the previous order.

Story: A user can select reviewers for a grant that has draft status. (PLEASE NOTE: This milestone and all related issues/tickets/code are not part of the normal workstream. I'm doing it for a demo/practice. This is a feature we want to build eventually, and I think soon enough that the work will still be useful, but this is work I'm doing solo on a sandbox basis. It should not be merged and will require some design fiddling to even be implemented on Grant Show. (Hence the modal.) (I am also using "all users associated with current org" to populate the list of potential reviewers, but I have no idea if that is what we will eventually want - this is part of our Post UAT milestone.)
