vdc functionality in deployer SAL

[xmonader]

• deploy a new vdc
  • deploy k8s
  • deploy s3
  • optional expose for minio through k8s ingress
  • k8s network node (small node which will use the public ip)
  • download k8s config
  • get minio promethues config
  • deploy prometheus & grafana on vdc k8s
  • deploy 3bot container on the vdc network
  • create minimal entrypoint for vdc 3bot
• list all vdcs
• add k8s node
  - [ ] remove k8s node (won't be part of sal it is just zos.workloads.decomission(k8s_node_wid))
• renew plan
• grace period action
• revoke grace period action
