build: upgrade setuptools/pip in publish job (#569)

* build: upgrade `setuptools`/`pip` in `publish` job

- Also upgrades `poetry` and it's dependency - `clikit`
  - These seem to come from the `circleci:python` image

* Update CHANGELOG.md
