Add support for different index bases in `import_data`

Currently, import_data assumes that incoming data is 0-based index, but compatibility with Matlab Tensor Toolbox output requires that 1-based index be supported as well.

Actually that isn't correct. Currently pyttb assumes the incoming data is 1-based.
