"Ensure deinitialized Observable types don't leave active observations in memory" was reverted in Swift 6.2 release branch

@jamieQ pointed out to me that Apple reverted their "[Observation] Ensure deinitialized Observable types don't leave active observations in memory" changes that were backported into Perception.

I don't have any context into why they did so but I wanted to flag it in case you want/need to revert it here as well.
