AGENTS.md has become a standard, with OpenAI's Codex, Google's Gemini CLI, Cursor, and many others using it. We should replace .github/copilot-instructions.md with AGENTS.md in the root of the repository.

I'm not sure of the status of this.

The Github Copilot documentation did state it includes fallback support for AGENTS.md, however that documentation was recently removed/changed, so the status is unclear. See line 119 github/docs@16236c3
