Do we have Bots for Automations?

The OTel Ruby SIG currently users personal security tokens for interacting with the GitHub API to update issues, PRs, and create releases.

I see there is an @opentelemetrybot user.

Is it OK for us to use this bot or is there any guidance or docs around what we should do instead?
