Add `OUT_OF_RANGE` status code

Out-of-bounds status can appear in ObjectService.GetRange rpc. We can support analogue of OUT_OF_RANGE gRPC status code in NeoFS (see gRPC docs).

But I don't think this status would be useful for NeoFS clients.
