Fix typo in `rustc_passes/messages.ftl`

Line 190 contains unpaired parentheses:

The `#[doc(cfg_hide(...)]` contains unpaired parentheses. This PR changes it to `#[doc(cfg_hide(...))]`, which made the parentheses paired.
