Refactor transaction Gas Handling

[eike-hass]

currently only one coin, limit to reach is hardcoded

Ideas:

• collecting multiple coins to reach the desired gas budget
• Investigate passing multiple Gas Coins
• passing a desired gas limit, coming from an estimation if possible, linking this to estimation might be a separate issue
