#16052 updated the go-ethereum dockerfiles to use a restricted
gethuser instead ofrootto run go-ethereum. This brokepuppethsince the filesystem root was not accessible any more andpuppethused that to place the startup script at #16464. This PR updatespuppethto place the startup script inside the user's home folder instead of the filesystem root.
