Fix `jnimarshalmethod-gen.exe` to load assemblies without symbols.

Allow `jnimarshalmethod-gen.exe` to use `$MONO_PATH`.

Update `Java.Runtime.Environment.dll` to *not* use a
`Java.Runtime.Environment.dll.config` file to specify the JVM
library location.
