How to pass flags to bundle install?

I have an issue with a dependency of a plugin.

• Plugin: Redmine Git Hosting Plugin v6.0.1
• Docker Image: redmine:5.1.2

The dependency rugged needs to be installed with the flag --with-ssh.

If installing manually I would do: gem install rugged -- --with-ssh
Or with bundle:

bundle config build.rugged --with-ssh
bundle install

But as far as I understand, bundle install is executed on docker container start. So how can I pass the --with-ssh flag in this case?

The best answer would be putting bundle config build.rugged --with-ssh (and even bundle install as an appropriate user) in a short Dockerfile and building an image that's FROM redmine:xxx.

The second-best answer would be putting bundle config build.rugged --with-ssh into a small shell script in your container command that then does something like exec /docker-entrypoint.sh rails server -b 0.0.0.0 to run the original command, like sh -c 'bundle config build.rugged --with-ssh && exec /docker-entrypoint.sh rails server -b 0.0.0.0' (untested, but a common pattern).
