Unclear how to define a default `CVMFS_HTTP_PROXY`

It may be my limitations understanding the CVMFS config layout, but it seems `http://ca-proxy.cern.ch:3128` is hard coded as the default `CVMFS_HTTP_PROXY` for all domains.

I would prefer to set this value to my local squid.
