How to report GitHub Pages abuse without knowing the abuser?

I have the domain luotianyi-0712.top.

When I searched Bing using the search engine expression site:luotianyi-0712.top, I got two results: one for my friend's site, wuliaodexiaoluo.luotianyi-0712.top, and one pointing to the root domain luotianyi-0712.top, a gambling website.

I checked the DNS console, but there's no such resolution record. The only thing I know is that I can retrieve the HTML content from the GitHub Pages server by appending the Host header with luotianyi-0712.top (response status code: 200 OK).
