chore(deps): bump js-toml and cargo-lambda-cdk

Removes [js-toml](https://github.com/sunnyadn/js-toml). It's no longer used after updating ancestor dependency [cargo-lambda-cdk](https://github.com/cargo-lambda/cargo-lambda-cdk). These dependencies need to be updated together.
