[SPARK-52085] Use release build in GitHub Action CI

### What changes were proposed in this pull request?

This PR aims to use `release` build in GitHub Action CI.

### Why are the changes needed?

To test with release build officially. Since `debug` is the default setting, local testing is still covering `debug` build configuration.

### Does this PR introduce _any_ user-facing change?

No, this is a testing infra update.

### How was this patch tested?

Pass the CIs.
