* Improvements to Training-ML-Agents

- Removed duplicate documentation
- Moved CLI descriptions to learn.py
- Reorganized "Training with mlagents-learn" into 5 sub-sections

* fixed formatting errors and incorporated minor feedback

* Keeping link to use Inference consistent with master
