[build] Prepare for release of Selenium 4.35.0 (#16160)

* update devtools versions

* update selenium manager versions

* update maven dependency versions

* update authors file

* bump versions in preparation for release

* WIP - rough auto-update of changelog, please edit

* Fixing changelogs and downgrading Netty to 4.1.121
