When creating a new project with cargo stylus-beta new, stylus would complain with missing workspace and networks from Stylus.toml

A few comments from the rust contract template were out of date. This PR brings them up to date. Additionally, the
Stylus.tomltemplate was missing some directives that included in this PRChecklist
