This is a partial backport of JuliaLang/julia#54009, with just the pre-compilation piece that lives in Pkg on 1.10

I think on Julia versions without JuliaLang/julia@08d229f this should be kept. Should probably be added back to the Julia precompilation code as well considering JuliaLang/julia#56234. |
